Main responsibilities of the Agency "Kultūra" (Culture) are:
• to co-ordinate, plan and organise local, national, and international culture and art events;
• to supervise, evaluate and research the preservation and improvement of cultural values and development of creative processes;
• to co-ordinate the implementation of cultural strategy in Jelgava;
• to organise co-operation with non-governmental organisations, amateur collectives and entrepreneurs that exercise important functions within the competence of Agency;
• to manage and co-ordinate municipal support for amateur collectives, cultural events, preservation of cultural monuments;
• to organise recreational, entertainment, cultural and healthy leisure time activities for the inhabitants and guests of Jelgava.

Functions of Agency “Pilsētsaimniecība” (City Management):
• keeping in sanitary order and cleanness the administrative territory of Jelgava city;
• management of city forests, and planning of afforestation;
• organisation of public transport services in the administrative territory of Jelgava;
• management of melioration systems and rain drainage; organisation of anti-flood measures;
• ensuring of road-traffic safety (traffic signs, traffic-lights, and the horizontal road surface marking);
• registration of domestic animals, organisation of stray animals catching;
• supervision and improvement of cemeteries and culture monuments;
• realisation and management of state, municipal and international projects within the area of authority;
• management of street and other public area lighting.

Main tasks of the Agency are:
• to inform the society about the municipal activities in all spheres;
• to provide municipal establishments and other organisations with services connected to information gathering, preparation, distribution and advertising;
• to prepare and publish informative press publications;
• to participate in the planning and organisation of municipal marketing activities;
• to participate in the preparation, publishing and distribution of city presentation materials and informative press publications;
• to organise participation of municipality in regional, national, and international exhibitions;
• to manage the implementation of municipal, national and international projects and programmes within the area of Agency’s authority.

Currently the Agency publishes a weekly newspaper "Jelgavas Vēstnesis" (circulation - 28 000) that is distributed  free of charge in all mailboxes around the city.
